All I can think of is that there is some source from the 16bit days in
there,  when you could not start a thread in a suspended state without crit
sec.  Or perhaps during RTL cleanup,  it calls crit sec.

I know for certain that it does not use crit sec in the runtime (it has a
private semaphore api that kicks butt),  which is what we've been
discussing.
