While the rules and regs here (part 97) don't specificaly say you can't run
FM on HF frequencies below 28MHz, they do say that any signal can not occupy
any more space than a standard AM signal (around 6kHz). Audio deviation of
2.5kHz or less would be optimum for HF, hence the 'sliver' mode spoken of, on
40m.
