The echolist is used by all Zones in Fidonet Allen, not just Zone 1. If you
elist an echo, it will indeed go all over Fidonet just by the nature of the
various backbones that carry echomail.
If you'll notice, echos are created by a number of moderators from all Zones.
It's always been this way.
Zone 2 decided a long time ago to not use the echolist when their echolist
keeper 'left' IIRC. Regardless, what they do now is query 'uplinks' to see
what echos their uplink carries. Not a very helpful method for say a moderator
who is trying to get his new echo going with as many new systems as possible,
as you can imagine. They think this works, good for them, I say.
