The problem with that circuit is that the frequency isn't very stable.
Or repeatable.  Unless you stabilize the power supply the frequency
will vary with supply variations.
 
A better circuit would use a crystal and a PLL chip.  You can buy, for
very littls, a programmable PL chip.  I have one and it works great,
stable and repeatable.
 
Which MARS are you in?  I was AAT9IM until I became disgruntled a few
years ago and dropped out.  I'd get back in if a certain person left
the organization..
