DH-> Then I dial and connect again to my BBS and upload the reply packet

I've had that problem too, but I think it is the BBS mailer causing the
problem.  Tossing the mail twice?
Ask your Sysop to help you pin point the problem.  (Whether anyone else
is experiencing the problem.)
Do single messages duplicate?  Do only forwarded messages cause this
problem.
Does his MAIL software handle forwarded messages FROM QMPRO?
