PA = Public Address.  The "modern" term for it is Sound Reinforcement... it's 
more accurate, but more people understand the PA abbreviation than know what 
SR means.  It doesn't necessarily equate to poor quality audio, but its 
primary objective is not the same as for "high-end" audio.
