Could likely blame it on the refusal to budge on the quorum issue, or the
allowance of alternative proposals for a more suitable initial change.  I
knew the original proposal didn't have a leg to stand on, but still believe
policy can be changed if a proposal is made that doesn't radicly change
proceedures of the past from the get go.  Had the proposal been submitted
under its original attempt of umpteen months ago, before the radical
changes, it is likely it would already be in place.
