I think it's "outdated" only in that it doesn't have an OS/2 version. :)

There are a couple of native OS/2 programs which can create ARJ
archives, but they both have major drawbacks. If you'd like to know
more, message me in ARJ or COMPRESS as we're getting pretty off topic by
now. :)
