As Region 28 point coordinator I was confronted with the wish of points to
be listed in the national point list with their telephone number, so that
they'd be crash mailable.

The idea is to use the Txy flags to indicate the online times. Those times
not necessarily including ZMH.

Since there is no way to stop someone from calling such a point
inadvertently during ZMH on the sole fact that it is a point, I intend to
introduce a NOZMH flag for use in pointlists.
