It depends on your settings in Administratieve Tools -> Local Security Policy
-> Local Policies -> Security Options.

You can choose between:
- Silently succeed
- Want but allow installation
- Do not allow installation

There is such an option for device driver installation. In Win2000 there is
also one such option for "non drivers" (did they mean
programs??), however I cannot find that option in my Win XP Pro setup.
