As you noted in your message, Delphi 1.0 doesn't handle .cdx index files. I 
recommend you take a look at a database toolkit/engine for Delphi called 
Apollo. The web page to look at is www.gosware.com (the web site is *ugly*, 
but it works).
Apollo works with both Delphi 1 and 2, has a 300k distributable (as opposed 
to Delphi's 5 meg database engine) and works fine with .cdx format indexes.
From that web page you can download a demo copy which will allow you to see 
if it really does what you need.
I've been using Apollo for awhile now on several projects - no problems.
