Yes.
JJ| Unfortunately, I can only find one place to change the port speed
  | setting, and it appears to be a global setting that effects all calls
  | made.
You have two choices...
If you check the "Expert Settings" box in a phone book entry, you can
click on the "Expert" button.  This will pop up several options,
including an option to override the default port speed for the connect
device.
You can also set up a new connect device for each different port speed
you need.  You can do this by making copies of your current connect
device, giving each copy a unique name, then setting the appropriate
connect device for the appropriate phone book entries.
BTW, the terminal devices can be used in a similar manner to configure
settings like local echo, strip high bit, etc., which are not available
in the phone book, even under Expert settings.
