Federal law requires the least restrictive environment: the principle is
bluffing. I would get that threat in writing, then take it to the compliance
officer (and I believe there has to be one).
It is hard to judge by what happens on weekends whether or not the medication
dosage is proper for school, since the entire environment is different. It
would certainly be appropriate for the doctor to write an order which
specifies a particular time, rather than "after lunch." Your friend might
consider telling the doctor that the principal is insisting on managing the
kid's medication, that ought to be interesting.
