Since this is the power basic conference, I recommend Power BASIC.
 
Really, though, any of the Borland DOS compilers will run, as will most
other DOS compilers (including Power BASIC).
 
BASIC is often said to be a good way to start.  I personally disagree,
but most people start there anyway.  If you want to stick with it as
a hobby, a modern BASIC compiler will suffice.  As a profession, you'll
want to learn a structured language such as C in addition to BASIC.
