Yes it can be done, and a PCI->ISA bridge is probably how it is already
implemented in the southbridge on your Intel mobo w/ISA slots.  In the
early days of the transition, some video board manufacturers even
implemented the bridges on the card and had a "flippable" board
with ISA edge connectors on one edge and PCI on the other.

However, these things are rare and expensive and the bridge chipset itself
will probably need a driver of its own to get things going, with only a
Windows driver provided.  I'm fairly certain that it would be far more
advantageous to find a PCI product that does the job at this point, if
you're planning to proceed on hardware without ISA slots.  I'm sure that
there's a Digiboard or Stallion PCI model w/OS2 support that's right up
your alley.
