The term "Once a year" in the rules would mean twelve month terms between
elections, before the "next regular election," with a provision for situations
where "a moderator is unable to complete his or her term."

Someone who had no standing to bend that rule called an IRREGULAR election.

Seems pretty clear. Hardly worth all the cyber-ink that has been devoted to it
for the last few months.
