He was a dip-wick surgeon in the movie (and later the TV series) M.A.S.H. He
was an idiot who was always making a fool of himself. I wonder that Otto
ascribes that persona to someone else when it fits him so well. Except for the
medical education, of course. Burns, at least, did something constructive for
a living. Otto just lays around living off the taxpayer.
