You don't have to do this. Just open into foreground the
Group Window where you'd like System Editor to appear, press
alt and double click mouse in that Group, a new program item
box will appear. Type sysedit on the command line, hit enter
and a new icon will appear in that Group. Clicking on that
will bring up a selection of your Windows config files plus
your autoexec.bat and config.sys
