Game "EMPIRE" and Game "EMPIRE II".
I'm not sure if these are the ones I'm looking for.
Let me explaine the best I can about the one called "EMPIRE" I have for the 
Commodore 64 and also know that was in DOS ver at one time!
You the player, can be one alone or multiple players, are assigned to go 
after a fugitive. This person is found on a planet. That planet has to be 
searched for him! In doing so you will startoff at a city. There your first 
thing to do is build something, i.e. Army, aircraft, or a ship of some sort.
There is blackness over the unexplored areas which is removed as you explore 
the planet. Encountering the enemy, and other players too!, and taking over 
more cities to build up your forces!!!
If this the games "EMPIRE" and "EMPIRE II", I do want them!!!
