I have a NEC 4CD changer - with Fixpak 17+, OS/2's CDROM drivers seem to
allow it to be interpreted as the 4CD's that it is.  Just by typing that
drive's letter, the CD changer goes to the right CD.

Disk 1: H
Disk 2: I
Disk 3: J
Disk 4: K

So I type:

K:

And it goes to disk 4.

Are you sure this doesn't work for you?  What fix level are you at?
