There still are pirate radio stations around, usually broadcasting on unused
AM and FM bands. The inability of the FCC both in the US and many foreign
countries to enforce the vast number of rules and regulations that have
flooded the law books, make pirate radio stations fairly easy to start and
operate.

But....the cost of equipment is usually beyond the ordinary person. Plus,
there are so many legally operated stations available to the typical listener,
that you'd either have to stumble on a pirate station by accident, or be a
hardcore `pirate broadcasting' fan to bother with them.

There were a few stations over in Mexico several years ago that were
considered pirate broadcasters. But the US and Mexican authorities
specifically targeted them for some reason (probably political), and they were
shut down.
