Yes, but easily missed.  From fontlib prev2 "readme.txt":

3. Installation
~~~~~~~~~~~~~~~

IMPORTANT: if you have already installed a 1.x version of
the font engine, please refer to the Additional Information
section on how to uninstall it!

The installation program will perform all steps required
to install and activate the InnoTek Font Engine for OS/2.
Just call the installation program with the /install
option.
By default, the installation will ask for a confirmation.
Using the /cid switch, the installation can be fully
automated. After installation, you will have to reboot
your system for changes to take effect.

3.1 Uninstall
To uninstall, execute the installation program with the
/uninstall switch. After uninstall, you have to reboot your
system. For unattended uninstallation, supply the /cid
option to the installation program.
