I agree with you many people are scamming the system. I don't think 
it is right, either. However, any way you look at it, you still lose. 
Wanna put them in jail? You're still paying for their room and board. 
Mental hospital? Doctors and etc cost more than jailers. Leave them on 
the street? Food stamps and shelters.
You speak of the most of them having mental problems... I think I 
mentioned that a week or so ago, when the Regan Era produced a glut of 
homeless when the State Mental Institutions were closed to all but the 
criminally insane. Short term gain by our politicos and the buck got 
passed to the next (us) generation.
BTW, how's it going with your property taxes?
