Where did you get this information, John? 
http://www.mozilla.org/releases/mozilla1.6b/installation-ports.html#ports_os2 
says that FP16 is recommended while FP15 is a minimum requirement. I 
have been running Mozilla 1.6b for several weeks with FP15 without any 
problems.
