subject: PM programming on the cheap?

What's the cheapest way to get the necessary tools to do PM programming? I
have a few Windows programs I want to port, but since it's not a commercial
undertaking I can't justify the several hundred dollars for Visual Age C++.

I've been using GCC/EMX, but it's not up to this task.
