As Rich said, NO. Here is an explanation. A recovery agent can read an EFS encrypted file (or any user with an imported copy of the owner's private key or a recovery agent's private key). However, you need the user who was the recovery agent at the time that the file was last successfully opened (when it was last descrypted/encrypted).
