For a fair test, you would probably want to start with connectivity to
Microsoft. After the system knows it's online, then convert so there is no
access to the Internet, while the local subnet does work. Then wait three
days.

OTOH what happens if there is no Internet access initially? I have only
very briefly read some Vista stuff - don't you have to have an Internet
connection or a local key management server?
