That's what Virtual Pascal claims to be able to do.  They've just
announced a new version 1.1 which is supposed to be fully compatible
with BP 7 and Delphi, including support for Turbo Vision and an OWL
clone.  They also claim compatiblity with Turbo Power's libraries.
