the source of open is in \c600src\lowio\os2\open.asm and is 700 lines of
asm code (i don't want to post it here). definitly is uses
DosOpen/DosClose,....

PS: i simple don't understand your problem. i can open 1000 files at one
time in my OS/2 MS-C generated files after i changed the crt0dat.asm and
_file.c and i link explicit to the above 2 files.
