Not knocking your post. You are 100% correct. Just want to add that 25-28m 
mhz and 108-136 mhz are usually AM mode to cover CB, ham, and aircraft. 
Everything else is usually fm in the more inexpensive models. Of course the 
cheaper ones usually dont have anything below 50 mhz.
