Hoboes were the "original" street people in this country for a number of 
reasons at different times. Railroad police departments long ago realized 
that unauthorized people on the property were a liability and firther that to 
control thefts and other depredations the first step was to actively warn and 
remove trespassers. Step one in a burglary or theft was to be on the
