Win3.1/3.11 and WfWG 3.11 will not adequately support 115k2
First two are rated at 57k6. (havn't seen any comms docs for
WfWG3.11)  Still need to adjust the WIN.INI
file tho.  Speeds higher than 19k2 are not listed in the Control
Panel, Ports, Settings options for Win3.1/3.11, WfWG lists up to 38k4.
All will accept a Win.ini setting of 115200 tho, but com overruns are
the more likely
