That problem could exist anywhere between point "A" and point "B", and
since line condtions can vary while online, your baud rate can drop.
Check your baud rate with different phone numbers you call. Sometimes
you CAN narrow it down. If you have a problem with EVERY call you make,
regardless of it's location, then the probelm may be on your end,
either in the line or modem. I once had the problem, and it didn't
occur until I reached the higher baud rates. It appeared to happen
every time I made a long distance call, and even on some local calls.
It took three technicians from the phone company to find that the
problem was the corroded terminals in the outside box that connected my
line. He selected a vacant pair, and I haven't had a problem since. The
first two techs that came in said that my inside connections were a
problem, after I told them that I installed my own phones & lines, not
the phone company. Once you have yor end squared away, it's not much
else you can do.
