FamApps are limited to 16 bit and a certain subset of the OS/2 api under Dos. Family Apps are in fact OS/2 16 bit programs and the "dos stub" contains an OS/2 emulator (the documentation tells which functions are emulated, mostly those that have 1:1 counterparts in the msdos api). emx has its own execution environment: the emx dos extender (in case of Windows/DPMI it is rsx, in case of WinNT it is rsxnt) which offers something like a unix runtime environment to the program.
