If you can grow honeysuckle in Portland, OR, it would make a very
nice candidate.  Even though it is probably classed as a vine, it can
grow quite bushy. It loves to grow on a fence or trellis, is very
fragrant, has hundreds of pretty little white flowers and can be
trimmed with hedge clippers as it matures. I never have to water or
fertilize mine, even during occassional very dry summers.
Here in Virginia, we have to keep them away from our trees, as it
will rapidly climb them, and eventually kill a young tree. On the
other hand, I have a huge one growing over a large maple stump to
hide it, and it contently stays right there without trying to spread
out. Honeysuckle also winters very nicely; mine stays green all year
long, even in snow.
