Not really. But having it installed makes something else nice. O.k., 
when you're a WEB developer you may use perl to have something your 
WEB server has to do. But even without that - perl is a good base to 
run something even on commandline.

The problem with java is that it is NOT portable between different 
versions. Java 1.0 programs won't work with 1.1 won't work with 1.2 
won't work with 1.3 ....

But perl is more compatible. Right, reading a perl procedure can 
really been very hard. Stealing a perl procedure from somewhere is 
easy. If you likes to learn perl - use google and you will find 
thousends of examples. And when you've installed perl 5.8 you can use 
any procedure. Newer perl versions will come with more features - but 
in contrast to Java - it will be more compatible to older ones and you 
have no system depencies at all. If one procedure says it runs on 
linux - it runs on OS/2 well without change when you have the runtime 
set up well.
