 You seem a little confused to me (:
The c64 emulator does not need a 5 1/4" drive. It cannot read c64
disks¨ directly with an ibm drive. The only way to read them is to use the
X1541 with¨ its custom cable & plug that directly into a 1541.
 The other way to get software to the ibm (& the c64 emulator) is to
use a¨ null modem between your 128 & the ibm, and transfer the files
that way. Then¨ you can use the tape option in the emulator to use them
that way.
 But you need a machine (preferably a fast one) with VGA to run the emulator,
and a SoundBlaster is recomended but not necessary (it will run on the PC¨
speaker, it just doesnt sound that good (: )
