Kathy,
  I'm shuddering here along with you.  WHAT WERE THEY THINKING?????
This is not just stupidity, it's animal cruelty.  It seems to me that
people should have to prove themselves to be knowledgable bird breeders
to sell birds in these shows.  If art shows can restrict exhibitors, why
couldn't bird shows, with lives of birds at stake, not do likewise?
Behavior like you described should result in some disciplinary measures.
