This group may be interested to know that New York State
signed a net-metering bill into law in August.  The bill
applies to solar generated electricity only ( no windmills
or small hydro).  Any net usage by the solar generator is
to be paid for monthly at regular residential rates,  any
net generation is accumulated and paid at the end of the
year by the utility at their 'avoided cost of generation'.
 
There is also a credit taken against NYS income tax for
up to 25% of the capital cost of the solar electric system
to a maximum credit of $15,000. 
 
...Better than a poke in the eye.
