Depends on how much power you're gonna be running. Of course, if you buy the 
discone new, then it'll probabaly come with rubber tips for the ends of the 
elements, in which case setting it on the floor won't be a problem. 
Otherwise, I'd try to get it off the floor, or at least, cover the ends with 
coax seal.
