MSGID and REPLY are needed by the receiver to build the links for the reply chains.

TZUTC is needed by the receiver to determine the chronological order of the messages arriving from different time zones.

CHRS is needed by the receiver to properly display non ASCII characters.

If you do not care about all that, then no, they are not required...
