Yes.  I use a doo-hickey called IfNumber.exe to do exactly that.  Here's a
copy of the File_Id.diz description:

  The MS-DOS command "if" can not do numeric
  predicatiton like bigger than, smaller than,
  bigger equival than or smaller equival than.
  Ifnumber.exe can. It returns an errorlevel,
  which you can use for batch programming.
