SW> I don't think your modem is the problem. I think it's ProComm Plus

SW> Modem "Zoom V.34I 28800 V.34/V.FC/Fax"
SW> transmit "AT^M~~AT&F^M~~~"
SW> transmit "AT&C1&D2\A3&S1L0M0^M~~"
There's an &f missing after the first AT
SW> transmit "ATS7=60S11=55S95=44^M~~"
SW> set baudrate 115200
SW> transmit "AT^M~~AT&W1^M~~"
SW> initstring="ATZ1~~^M"
Was this from Procom's MODEM.DAT file? If so then no
wonder you didn't get full performance from your Zoom
Also writing an init to NVRAM every time is a big no, no!
NVRAM has a finite write life. Ok, tens of thousands of
writes, but it is finite
