The .PMI data seems to be hardware-specific video register dumps for each
supported mode.  The safest way to generate these seems to be using the
BIOS to set a given mode in a DOS fullscreen session and then reading out
the video card's registers into the PMI file.  This appears to be exactly
what SVGA.EXE does.  There are ways to create the same data without relying
on the BIOS, but then you limit your hardware support and run the risk of
killing monitors though misconfiguration (just like XFree86 for Linux).
