I've got the reason why Fido stagnates since Policy was accepted and
why all the efforts to change it passed in vain.

No, not since Policy was accepted, but I'm afraid since elections of
coordinators started.

Just think, what people are usually elected to *C positions ? Yep,
usually those are people, who are to GUARD Policy. It would be nice
in case policy could be changed by sysops, but, unfortunately, the same
*Cs have exclusive right to change the same Policy they have to guard.

This is a NONSENCE. This is just impossible.

Damn. We've got in exclusive cyrcle :(
