The difference between developing nuclear weapons slowly and stopping
developing nuclear weapons:

a cop pulls this guy over, says he didn't stop at the stop sign. The guy
says he slowed way down to almost a stop. Cop rips him out of the car and
starts beating him on the head with his night stick then says "ok do
you want me to stop hitting you or just slow down?"
