Water cooling CPU's is not new.  A long time ago I heard about a
data center that experienced a major power failure.  When power
came up a couple hours later, they weren't anxious to allow the
AC to properly cool the room before they powered-up their chilled
water cooled CPU.  When the humid room air contacted the CPU parts
it "rained" inside their CPU!

The same effect is not unknown around Peltier coolers.
