The 44 file limit sounds like the default per-process file table size of 50, less 6 already open file handles (stdin, stdout, stderr and suchlike). Which in turn implies that your "fh" program isn't doing its job -- check the code (remember that changing the PPFT limit only affects the *current process* and the PPFT limits in any children that it may sunsequently spawn). I experimented with this myself a couple of years ago.
