You're correct -- EOT's (End-Of-Train) and FRED's (Flashing Rear End Devices)
serve to transmit brake pipe pressure and end-of-train motion to the
locomotive. Newer systems will also allow the engineman to apply brakes from
the rear end and the front simultaneously, which will greatly aid train
handling (there's a lot of slack run in and run out on a long train) and
reduce stopping distances.
Nearly all railroads use 457.9375 with 5-watt transmitters, but Norfolk
Southern uses 161.115 with 10-watt transmitters.
EOT's/FRED's are great for railfans seeking trains -- when you hear a signal,
you know something's up nearby. Some railroads are using radio signals to
set lineside signals, because this allows them to remove hundreds of miles of
expensive cables.
