Yes.  But for eating type, you want them before the flower is dead (and need 
to be sure you didnt use any poisonous insecticides).

It is in fact a 'seed' except that modern roses dont 'seed' very well at all. 
You should clip it off.  As long as the plant thinks it has done it's 
'maternal duty' that year, it wont flower much more.  Remove the rosehip, and 
it will try again.
